The 90-day clock started when Gov. Josh Stein signed the budget, making Oct. 5 the deadline for CRTPO to act. A budget amendment from State Sen. Vickie Sawyer gives CRTPO two options: reverse its earlier decision opposing the project and support it, or reimburse NCDOT for funding already spent.
