Sustain Charlotte Applauds Unanimous House Passage of the Parking Lot Reform & Modernization Act (HB 369)
CHARLOTTE, N.C. – June 25, 2025 – Sustain Charlotte celebrates today’s 107-0 vote in the N.C. House of Representatives to advance the Parking Lot Reform & Modernization Act (HB 369). The bill now moves to the Senate, where swift action would deliver wide-ranging benefits for communities across North Carolina.
“A unanimous, bipartisan vote like this shows just how much common ground there is around smarter growth,” said Shannon Binns, founder and executive director of Sustain Charlotte. “HB 369 will make housing and storefronts more affordable, strengthen small businesses, and give cities the freedom to design safer, more walkable streets. We urge the Senate to move quickly so residents and local economies can start reaping the rewards.”

Affordability & economic vitality – Eliminating one-size-fits-all parking mandates cuts tens of thousands of dollars in construction costs per unused space, translating into more affordable homes, lower rents for small businesses, and additional developable land.

Healthier, safer communities – Right-sized parking frees up space for housing, storefronts, and people-first street designs that encourage walking, biking, and transit, reducing traffic injuries and congestion.

Cleaner water & resilient growth – Less unnecessary pavement reduces storm-water runoff while encouraging compact development that protects open space and farmland.

Climate benefits – By fostering neighborhoods where daily needs are closer together, the bill helps reduce vehicle miles traveled and related greenhouse-gas emissions.
